Game Plot
The game begins with a camera panning across an ocean toward Tri-City Bay. It is quickly diverted by a series of Tri-City Bay Police Department helicopters flying over over the water. The scene changes to the player driving a Nissan 370Z and trying to escape the TCBPD. The player must escape from the police. After the player escapes, the scene changes to an argument at the Palm Harbor Police Station between Jack M. Keller and Chase Linh. Keller is dismayed that the Federal Bureau of Investigation is now fighting the TCBPD for jurisdiction over a case involving cars stolen from a dock a few weeks ago.
It is revealed that the player was put undercover to gather evidence that could convict a network of crime lords in many countries. The player is given a blue Nissan 240SX and Chase Linh orders them to hit the streets. They must win as many races as possible and not play it safe as she wants criminals to see the player.
The player must first gain reputation by winning various races around the city. The player finally meets his first boss – Zack Maio and his brother. The player is tasked with stealing cars and immobilizing racers for crime bosses as they delve deeper into the world of underground street racing. Chau Wu asks the player to hijack a car that was stolen from him previously. Carmen Mendez, an acquaintance of Zack and Hector Maio, wants the player to take a stolen BMW M6 from Chau Wu out of fear of Wu.
Wu discovers that the player took his M6 and calls the player to return the car as quickly as possible. Wu takes Chase Linh hostage as a bargaining chip. The player hands over the M6 to discover that Chase Linh and Wu are working together. Linh shoots Wu in cold blood and escapes on the M6 with his money. The player is tasked with chasing Chase Linh as they are also pursued by the police, who believe Wu was murdered by the player. Eventually, Chase Linh’s commander – Lieutenant Keller – is informed that it was Linh who killed Wu and diverts the police force to track down Linh. Linh is eventually arrested and jailed on charges of murder and other criminal activities based on evidence found in Wu’s PDA.
