Rebirth was first conceptualized during the release of The Binding of Isaac: Wrath of the Lamb. Edmund McMillen admitted in a 2014 Q&A that there were plans to release another expansion for the game with a similar amount of content. Due to Flash limitations, corrupted files, and a general inability to continue support for the game, McMillen was at an impasse. When McMillen was approached by Nicalis’ Tyrone Rodriguez about the possibility of a Super Meat Boy remake, McMillen suggested a Binding of Isaac remake as an alternative solution to the wall they had hit in developing the original. Despite bringing on a new developer to help with Rebirth, McMillen was in charge of almost every aspect of the game’s development as lead designer.
From the beginning, McMillen wanted to implement a completely revamped art style. The original Flash art was completed in two months and McMillen was never very happy about it. It was voted on by the community and eventually a 16-bit Game Boy Advance art style was chosen. McMillen requested that Rodriguez handpick a pixel artist so as not to force himself to put off other projects to try to do the art himself.
Also planned from conception: 2-player local co-op, 150+ new items, level seeds, new endings, and at least three new characters. Something considered impossible at the time of development was support for Nintendo devices (although this was later changed).
